On the morning of June 13, 2018 Jiaxing City Maritime Ship Emergency drill
was successfully held.
The drill was held by the Jiaxing City Maritime Search and Rescue Center and
the Oil Spill Response Center. The Jiaxing Maritime Bureau was the organizer,
the Jiaxing Maritime Bureau, Jiaxing Jieyang Environmental Protection Services
Co., Ltd., Jiaxing Xiecheng Ship Pollution Prevention Co., Ltd., and Jiaxing Port
Service Group Co., Ltd. participated in this drill and nine boats were dispatched.
The drill was simulated an oil tanker was happened collision accident at in the
Haiyan port area. A crew member was fallen into the water and the fuel oil was
leaked. After received the report, the Jiaxing Maritime Search and Rescue Center
and the Oil Spill Response Center immediately launched the "Jiaxing City Emergency
Plan for Public Emergency on the Sea", organized related units to conduct effective
emergency actions. The drill was divided into dangerous accident reports and
verifications, plan initiation and coordination of emergency forces, search and
rescue of people falling into the water, plugging and control of ship's cargo holds,
and oil spill containment and removal by using oil booms, oil absorbent pads,
oil skimmer. They focused on the initiation and coordination of emergency plans,
and the rescue of people who fell into the water, ship plugging, oil boom
containment and on-site operation of the oil skimmer.
After nearly 60 minutes of intense coordinated operations, the drowning personnel
were rescued successfully, the accident damaged tank was plugged, and the oil spill
was effectively controlled and cleared. This drill was ended smoothly.
With the rapid development of ports, the risk of ship collisions, pollution accidents,
and even large-scale pollution accidents at sea has increased. It is understood that
this drill was combined with the requirements of the Safe Production Month Emergency
Exercise Week, it was the first comprehensive oil spill drill after the establishment of the
Jiaxing Oil Spill Emergency Center. Through actual drills, the port has been fully trained
in port emergency management, emergency technical support, and emergency response
teams. The actual combat capability further enhances the command ability and coordinated
combat capability of government departments and enterprises and institutions for emergencies.
