On May 30, the Yangpu Maritime Bureau conducted a ship oil spill emergency drill at Jinhai
Pulp & Paper Terminal. This drill was simulated it has various degrees of oil pollution floating
on the surface of the sea in the 1st berth terminal, and there was a tendency for oil pollution
to spread to another sea. The situation was urgent. The drill subjects was included accident
reporting system, accident site control, ship agreement cleaning company emergency disposal,
oil spill cleaning operation command, maritime oil spill control, maritime oil spill clearance,
embankment oil removal, and oil recovery and treatment.
At 09:25 a.m., the oil spill emergency drill at Jinhai Pulp & Paper Terminal was started. The on-site
inspection personnel contacted the terminal immediately and reported emergency after the oil
spill was found and. Upon received the report, the terminal decided to initiate a special emergency
three-level plan for the oil spill accident at the terminal after verifyed the pollutant discharge
sources one by one, and they quickly reported the accident to the Yangpu Maritime Bureau and
relevant units, organized personnel and emergency response forces to rush to the scene, and
dispatched relevant cleanup equipment to arrive on site. The commander of the dock site commanded
the control and clean-up of the tainted oil by using oil absorbent pads, oil booms and oil skimmers,
all the oil spill disposal work was carried out in an orderly manner. At 10:27 a.m., the oil on the surface
of the sea was effectively removed and the drill was finished.
This drill has greatly improved the anti-pollution emergency disposal capacity of docks, ships, and
cleaning companies, and the ability of communication and cooperation among various units, and
enhanced the ability to prevent oil spill risks at sea. In the next step, Yangpu Maritime Bureau will
further impose jurisdiction over the oil spill emergency response capacity in the area.
