On the afternoon of May 16, the ship oil spill emergency drill was held at the Ledian Coal Unloading Terminal, 

which was organized by Ledian Company, Wenzhou Haiyuan Shipbuilding Company and Yueqing Bay Water 

Terminal Joint Defence Body. Wenzhou Maritime Bureau, Yueqing Bay Maritime Department, Yueqing Bay Port 

and Air Navigation Administration, Yueqing Bay Port Company and Yueqing Conch Cement Co., Ltd. conducted 

observation guidance. The theme of the exercise was "Ship Oil Spill Response Drill", which involved 7 ships, and 

more than 70 people participated in this drill.

At 14:00, as the commander announced the start of the "2019 Zhejiang Zheneng Yueqing Power Generation 

Co., Ltd. unloading coal terminal oil spill emergency joint drill", the calm sea surface became lively.

This drill was simulated accident ship (Nanyue No. 1) collided with the terminal when docked at the coal unloading 

dock, causing oil spill into the sea. The ship side carried out self-rescue and quickly reported to the Wenzhou Maritime 

Bureau Traffic control center and Ledian Company according to procedures. All relevant units immediately launched 

an emergency response procedures and coordinated the professional cleaning company (Hainyuan Shipping Company) 

to carry out emergency clean-up work.

“Ledian Electric Control and Decontamination Team, please immediately transport 200 meters of oil booms, 25kgs 

oil absorbent pads, 100meters oil absorbent booms and other anti-pollution emergency materials from the unloading 

terminal No.9 and No.16 to the integrated terminal and transport the materials to clean-up ship from Haiyuan Company 

and assist Haiyuan Company to control the cleanup. After received the police, Ledian Company immediately launched 

the site anti-pollution accident disposal plan, and quickly made the above action requirements according to the scene.

 After received the task, they immediately met Haiyuan Company for on-site rescue.

On the sea, the constant sound of the motor rumbling, the rescue ships towed the white water to perform their duties. 

The maritime patrol boat is on-site to inspect the oil spill on the surface and guide the cleaning vessel to clean up the oil. 

Two cleaned ships from Haiyuan Company opened the oil booms and controlled the oil pollution. The other two cleaned 

ships were equipped with oil absorbent booms, oil absorbent pads and oil skimmers to carry out oil collection work.

At 15:12, the on-site command reported that the oil spill had been cleared at the scene of the accident. Under the 

cooperation of all units, the tight and orderly ship oil spill emergency drill was successfully completed.

At 15:30, the leaders and participants came to the fuel department meeting room, and held the 2019 annual ship 

emergency drill review meeting. At the meeting, the leaders of the Maritime Bureau fully affirmed the social responsibilities 

and exercise effects of the Ledian Company and provided guidance and requirements for further improving the 

emergency response capabilities.

This year is the third year in which Ledian Company jointly organized a ship oil spill emergency drill. The actual level of 

oil spill response of the company has been improved year by year. The scientific and operability of the emergency plan 

has been gradually improved, it was effectively protected the water environment near the dock and reduced he impact 

of sudden oil spills on the marine environment and maintained steadily the water safety situation in the jurisdiction.
